closedBugzilla: remove possibility to add patches as attachments

Description
"Add attachment" has a checkbox to mark attachment as a patch.
Maybe it should be replaced by a mention to send patches to gerrit.

Is the behaviour comparable to the old instance, or would this be a change from the former instance?

The devs are always asking people to stop attaching patches to BZ and use gerrit instead, so I assumed this would be what they want :)

We talked through this, and it is convenient for some users to attach patches directly to Bugzilla
We can add a prominent note that Gerrit is preferred, but should not disable the patch option per se
