Infrastructure

Idea:
Create a new jenkins machine that allows QA to easily log in and either remove or add a commit. Include the ability to create a new binary that can then be uploaded for users to test.

Reason:
For people who don't build this would be really useful for bisecting. Also it would be really useful for Windows which does have a bibisect package so we could change/remove/add a commit, let jenkins build (and create a msi) and then share it on the bug report so people can test the msi without the potentially screwed up commit.

This was originally Kendy's idea – want to make sure credit goes where it belongs :)
