make sure cdrom media is disabled - otherwise apt-get sits there consuming 100% CPU waiting for cdrom to be hooked up
Happened to me today.
Wondered why highstate wouldn't progress, and seeing apt-get using 100% CPU for hours...
Turns out that after VM install, the cdrom doesn't get auto-mounted, and thus no package installation succeeds, as it wants it from disk.
So salt should have a rule to comment out the cdrom values from /etc/apt/sources.lst
