the base idea was to open the service for a limited set of people (staff, board ..) and to a limited set of channels (LO, infra, staff)

I personally use smuxi - that's mono based, but unfortunately doesn't have android frontend (and isn't a bouncer in the traditional sense of a "irc proxy", but a (headless) IRC client running on one machine where you can hook you up via ssh... https://smuxi.im/ → https://smuxi.im/documentation/server/

Smuxi limits the user to use Smuxi Clients
Irssi - Is mainly a single-user Proxy, not a full fledged bounce
So let's go for ZNC
