Floyd/SALT automatic update of SALT Repo on floyd

Description

As discussed in Kaufbeuren, automatic (git pull -r) of the salt-master is not wanted.

However, we want volunteers to help with maintaining the vms, and therefore they also need to do SALT updates. Waiting for Cloph/Norbert everytime to update Floyd, seems like a waste of time.

Suggestion:
Floyd, pulls the SALT repo frequently (e.g. every minute) and updates its local copy. Changes in the PILLAR repo (all really security relevant parts) will only be updated manually.

This is approximate how it was earlier, and allow us all to work on individual vms without using time of the infra team.

Just a small example I have now ~8 patches pushed for vm163,vm169 and vm174 that are not activated.
