Are there any plans or would it be a good idea to add a small bar at the top of the libreoffice.org page (can be added to any other sites that are localised) leading the user to the localised version of the website?

As an example, someone with Italian browser settings, has a bar on the top of libreoffice.org, on first load, saying something like "The Italian community has a localised LibreOffice website at http://it.libreoffice.org. Please note that this may not contain all information available in this version but may be more suitable for you. ". I know the text is bad but I think it gives the idea.

I don't know how much efforts are required to provide this, but the idea
sounds charming. Can you start a discussion on the website@ list to see
what others think and if there are volunteers to work on this?

Code is currently available on the newdesign server where everyone can test it (assuming the user has a language preference that is not English). It is waiting to be copied to the main site.

For me (Firefox 58.0.2, Ubuntu) this bar appears at the bottom, not on top, so it's almost invisible.

And as mentioned in #2544, I see no reason why not redirect users automatically to the localized site (and offer a selector to pick their preference, which might be different from their browser settings).

The bar can be moved if it's not visible enough. I would avoid redirecting people automatically however. Localised versions of the website are not always 1 to 1 copies and may surprise the user when the URL changes from www to XX. If other people agree with this feedback, I can implement the changes and test it again.

My take is also to not redirect people automatically, but only offer the
localized website via a link...

I have updated the code available in https://newdesign.libreoffice.org. The bar is now on top and includes a link to a page where all language versions will be mentioned on the wiki. I can take care of creating or updating this page but I'd like to have some criteria TDF uses to say "yes, this site is good for public use". I assume the minimum is that it has the newdesign CSS but are there any other requirements. Also, all feedback is welcome about the new version.

The current patch has been reuploaded to the test site. You can see it from https://newdesign.libreoffice.org/events-map/. Does this fit the request? Any blockers to have this uploaded to the official site? Please note that the language detection is not working because of the way the site is built. The problem will fix itself once uploaded to the official site.

That seems to work for me - when opening libreoffice.org, I get
presented "Deutsch" as alternative, amongst some others. Can you confirm
this works on your end too?
