openProvide bibisect repo download via torrent

Description
There is currently no possibility to download the bibisect repositories via torrent. (See https://wiki.documentfoundation.org/QA/Bibisect/Linux#Versions and http://dev-downloads.libreoffice.org/bibisect/linux/.) It would be good if that was possible, because the repo files are huge and their download can be problematic on a shaky internet connection. As is, if the connection breaks down for any reason, the whole download needs to be re-started (at least in Firefox 46).
Notes:
- I'm not an expert in any way, but the fact that the whole HTTP browser download needs to be re-started (instead of continuing it from the paused/broken down point) is probably due to the fact that no "byte serving" (https://en.wikipedia.org/wiki/Byte_serving) is supported.
- If the "byte serving" was supported, it would probably be possible to use the currently available HTTP download for torrent as well (see https://en.wikipedia.org/wiki/BitTorrent#HTTP_web_seeding) - no need to use a different protocol. The torrent file using it would probably just need to be created and provided. (Given that LibreOffice already has torrent tracking servers used for download of its releases via torrent.)
