What it says on the tin.

Clicking “Tools” in e.g. https://translations.documentfoundation.org/languages/es/libo_help-master/ doesn’t give the option “Search and replace”.

The Search button is the 3rd one, Tools only allow to search for checks, so I'm not sure to understand your request. Don't translators use the Search form?

It's a separate function from the simple Search tab (I know, they should be merged into one...)

Look at this screenshot from Hosted Weblate to see what I'm referring to.

It’s confusing to not have it at the project level as well. Will report a bug to Weblate.

Great that part of the problem is solved and thanks for reporting to Weblate :-)
Several options change depending on the level you are in, I admit it is confusing and not easy to remember too. I'm closing the issue
