Description
Contributors cannot discussion by Comment in Translation unit.
Currently, comments seem to be available only to administrators.
Login users should also be able to comment.

Comments are available for translators. For which language are you not able to add a comment? Maybe you are logged-in but with no role for the language.

It's Japanese.

As a translator, I would like to discuss with other contributors on Weblate.
Please give me the permission to comment.
