Description

Martin wrote a proposal to better define the string freeze policy (see attached document):
- the rules will be clear and published on wiki etc, so no one acts like the rules are fuzzy,
- the question goes to l10n list, yes, or, if you prefer l10n teams lead list, if that would be better and more operational,
- we don't request but kindly ask devs and writers to have 1 week in mind for those larger changes.

On a related note, if we had something similar to Mozilla’s guideline “Land high-quality strings only”, there would be no need to tweak the strings when they have typos, which is unfortunate because we have to retranslate (and in my case, three times, to Catalan, Asturian and Spanish!) See also the guideline we created in the Design team: https://wiki.documentfoundation.org/Design/Guidelines/UIWriting , which is unfortunately ignored by developers.
