Buttons in the visible area of the member home

Description
When the member open his main page (member home at ../members), the member should see the buttons (Apply to renew your membership and Download Certificate (and any others in future)) in the visible area.
At the moment, if the member has many past applications, the buttons will be showed only with the scroll down (they are hidden in the footer, after the applications table).
