Adding comments in an open application

Description
As a member/candidate with an open application in the current quarter, I want to:
- See my open application listed on the members' home page (../members);
- Open the application to view its details;
- Add a comment to the application.
When the member/candidate add a comment, Proteus should show a message informing that the comment can not be excluded or edited.
A comment added by the member/candidate should appear for the member/candidate in the details page.
Comments added by the member/candidate should appear in the Comment(s) section of the application, making them visible to the MC members.
