Bug #526
closedblacklisted at hotmail.com / outlook.com

Description
relay=mx2.hotmail.com[65.55.37.120]:25, delay=1.5, delays=0.04/0.01/1.3/0.16, dsn=5.0.0, status=bounced (host mx2.hotmail.com[65.55.37.120] said: 550 SC-001 (COL004-MC4F1) Unfortunately, messages from 5.9.148.85 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. (in reply to MAIL FROM command))
Also the bounce-probes are affected, so everyone using a hotmail address is unsubscribed (if there was some activity on the list)
Might be related to DMARC (but not directly, as bounce ones would not violate dmarc) - maybe we got a bad scoring somewhere since all our mailinglist mails from yahoo/other dmarc-using-domains make dmarc for those messages invalid...

No idea wrt. Hotmail directly, but in general I'd check via some Multi
RBL checks (Google for it) if we're blacklisted somewhere else
If not, then you or Alex should poke them (they should have a form
somewhere) on the topic, telling we run mailing lists with double opt-in
and everyone on the list explicitly confirmed their subscription, and
ask for a sample of the mail they refer to
That usually should help in getting unblacklisted

Oh, what irony - the security code for my outlook.com account was classified by Google Mail as spam :D
http://multirbl.valli.org/lookup/5.9.148.85.html shows no issues
Neither does http://www.anti-abuse.org/multi-rbl-check-results/?host=5.9.148.85amavisd-testkeys
shows proper key setup

Conditionally mitigated 5.9.148.85 Our investigation has determined that the above IP(s) qualify for conditional mitigation. These IP(s) have been unblocked, but may be subject to low daily email limits until they have established a good reputation.
Let's keep an eye on this before closing
