What exactly do you have in mind with "request for maintainership"?
a) you send a direct message to the moderators - no feedback yet, but there should be
b) some kind of interaction (ie. button) to "take maintainership" (for extensions flagged as orphaned) - not implemented yet but sounds reasonable and feedback would be easy to do

I did request for a template maintainership by message on July, 9th but didn't receive any feedback yet.
(was about https://extensions.libreoffice.org/en/extensions/show/palettemaker)
Anyway, this maintainership question is only temporary, since the templates and extensions website changes.
