The easiest possibility would be, that the extension site would provide the extension.update.xml atom feed either

• autogenerated by the uploaded information
• autogenerated but with the information provided by the extension maintainer

Many maintainers do not care about automatic updates. It is complex, it needs some webspace, etc.pp.
Additionally: an overtake by a new maintainer would result in a still working infrastructure, providing the end user new versions of the extension.

1. the extension maintainer simply upload the extension version 1.0.0 (as example)
2. grab the generated url
3. the maintainer add this url to the description.xml
4. uploads version 1.0.1 containing the same content but autoupdater url
5. every next upload will automatically be provided to the end user. :-)

Even better: if an extension is not having an url, the website could add (at least) a second URL / mirror for the fall back.
