Mailing list to hold Jenkins notification

Description

There is demand from dev to be able to see jenkins tinderbox build failure in the forma of email.
The most scalable way to do that is to have a dedicated ML write only from jenkins
where jenkins could post notification (mostly failure)
and dev could choose to subscribe and filter based on their need/wishes

The jenkins part doesn't have much influence here - it is just a notification email that norbert would add to the recipients. So basic mailing-list stuff (mail that is set to moderated/subscribers may not post)

If the suggested "**" is OK as mailinglist name, I could set it up.

If the jenkins mails are plaintext, then no problem with the default setup (pymime filter) - if it sends in html or as attachment we can/need to omit pymime

oh I forgot: I assume a ml-archive won't be that useful for that list, right?

Plaintext - No attachment is preferred :-)
