following demand posted in bugzilla

https://bugs.documentfoundation.org/show_bug.cgi?id=127149

It is necessary to add a banner on top of each page in the old wikihelp to indicate that the infromation can be outdated and offer a link to the new help.

Notes
1) The banner needs translation (Sophi)
2) A link to https://help.libreoffice.org/latest
3) suggested text:

This Help page is relevant to LibreOffice up to version 6.0; For updated Help pages, visit https://help.libreoffice.org/latest

Actually, the link suggested must be changed to

https://help.libreoffice.org

dropping the '/latest' part.
