If I can help, I know the people in the committee and the purpose of the FDL Grants too. I can prepare something for FOSDEM if you want. It has been created by the end of the year, that's why maybe it's not so complete, but I can contact Stephan or Jean-Paul if you need specific info.

I had a call with one of the owner: the principle is to allow tax deduction for donations made from France. It is therefore necessary for TDF to find a French client who wishes to make a donation to the foundation. If he cannot directly benefit from the tax deduction in France (because TDF is not recognized by La Fondation de France), he then pays the money to FDL (who will issue the tax deduction for the donation) which will transfer the money to the foundation. He couldn't tell me how much their commission was.
My take is that it could be interesting for a big (50K or more) donation, otherwise, it doesn't seem very useful.

Is that only applicable for France, or also for other countries?

Donations have to be done in France, it's to help tax deductions in France.
