Weblate should allow suggesting Glossary terms

Description

A logged-in Weblate user can suggest translations, even though they can't just decide to accept them.

This should also be the case for Glossary terms: Logged-in users should be able to suggest certain terms be added to the Glossary, for the relevant language's translation team to consider.

This is possible to add/modify terms when you are part of the language group. Suggestions are not yet available on Weblate, there is this request:

The request you linked to is for allowing comments/notes when adding to the glossary, which is something different. I've just filed this issue against Weblate.

Closing as Cloph upgrade Weblate periodically, it will be available once upstream implements it.

@Sophie: Please reopen, as the Weblate folks say that this feature is available, and should be a matter of configuration by the administrator.

It will be available in Weblate 4.5.2 (and we are currently at 4.4.2) from what is written on the issue. So it's not an admin setting from what I see.
