Prevent unfinished submission to become ready for publication

Description
Happens often that user try to submit an extension but miss the actual file, or leave some other important entry empty. We should make it clear while creating an extension what information is crucial.
(Could bet this ticket exist but cannot find it.)

I add a new button to request publication and a companion report. The idea is to ask authors to explicitly request publication.

Have seen it, thank you. As of today, we have 8 extensions under "Unpublished" meaning the authors have not pressed the button. Let's see how that develops.
