Infrastructure

In order to coordinate with the people providing language support for nds_de (aka Nederdeutsch or Plattdüütsch), we need one dedicated, public mailing list. Since ties to the German project are strong, I'd though of nds_de@de.libreoffice.org as the name.

I can handle admin / moderation of the list, once it is in place.
