Robinson, can you look up what would be required to do this? Seems there is no option in Bugzilla itself, but template editing might be required?

Instead of moving the position, probably the easiest idea here is to add another link to the top of the page template (so we don't remove functionality from anyone who expects it at the bottom). I'll take a look this week and see about adding that link.
