disable askLO notificationes from IZBot in #libreoffice-qa chan

small issue. I feel those messages are somewhat distracting and irrelevant to QA chan. using the limited resources on bugs gives QA more than enough work. so let's stay focussed and concentrate efforts. and not overwhelm the channel with useless messages no one uses or cares about. having IZBot show bugzilla news is good and if QA memebers deal with those that's a much better use of time and more than enough to do.

Sounds good to me -- if people complain, we can always consider reverting.
Dennis: Is this something you can do? (do you have access to the IZBot stuff?)
