The discovery that "enhancement" resides under "importance" is not easy enough.

Is that actually something we can do, or is that about patching Bugzilla and editing its code?

A code (functionality) change would be more invasive. Perhaps just better labeling of the fields would help our users?
One option would be to modify behavior on the Guided Forms. That would be less invasive for general bug filing, but could provide some good hand-holding for those who need it.

Having had a look and having talked to Cloph and Robinson, I do think this is the regular Bugzilla workflow
The guided forms have a note in the importance selector
I propose to make the latter one more prominent and then close this bug by next week's team call on Monday
