Here's a version with some language cleanups. Note that when using abbreviations such as "l10n", it's best to explain them first, eg:

"...since January where localisation (l10n) for Garhwali and Angika began..."

After that you can use "l10n" freely. Yes, most people in the project (and FOSS in general) know what it means, but it's always worth elaborating for outsiders and potential new contributors. Same applies with TDF, DLP, ODF, NLP etc.: https://wiki.documentfoundation.org/Marketing/Style_guide
