Description
Downloading from dev-www.libreoffice.org is quite slow. I measured three days in a row (no other downloads running concurrently):
Nov 12th: 0.9MB/s
Nov 13th: 1.5MB/s
Nov 14th: 2.3MB/s
while downloading LibreOffice itself, e.g. from https://mirror.netcologne.de/ get's around 9.3MB/s (which matches my DSL speed).
This is quite a problem as it takes several hours to download the large bibisect repos/bundles hosted on dev-www.libreoffice.org.

So it seems both dev-www.libreoffice.org and dev-downloads.libreoffice.org are affected.

Trying from another datacenter in Germany I get >80Mbps both from NetCologne and dev-www, so it doesn't look that the congestion in on our side. Perhaps your ISP has bad peering with ours. Also AFAIK NetCologne is an ISP, and they claim to have a dedicated 4Gbps uplink on their mirror service. I guess you were directed there by https://download.libreoffice.org? The mirror clients are 302-redirected is the best available, based on the client's ISP, so in that case that means your ISP has good peering with NetCologne (or is NetCologne) and the comparison is strongly biased.

Not sure if this can be reopened.. I'm one of those who are affected by this.. it's slow, very slow..
The https://dev-downloads.libreoffice.org/bibisect/linux/bibisect-43all.tar.xz is around 250 kbit/s.. should be 5500 kbit/s
Same issue with gerrit.libreoffice.org downloading a bibisect repro is bit faster 900 - 1200 kbit/s, but still slow..
Daily builds download is for some reason faster.. still slow, but 1,6 Mb/s
Tried with VPN (different locations; Belgium/Germany/Netherlands) and without VPN.. no substantial difference.
