Description
relay=mx2.hotmail.com[65.55.37.120]:25, delay=1.5, delays=0.04/0.01/1.3/0.16, dsn=5.0.0, status=bounced (host mx2.hotmail.com[65.55.37.120] said: 550 SC-001 (COL004-MC4F1) Unfortunately, messages from 5.9.148.85 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors. Also the bounce-probes are affected, so everyone using a hotmail address is unsubscribed (if there was some activity on the list)
Might be related to DMARC (but not directly, as bounce ones would not violate dmarc) - maybe we got a bad scoring somewhere since all our mailinglist mails from yahoo/other dmarc-using-domains make dmarc for those messages invalid...

No idea wrt. Hotmail directly, but in general I'd check via some Multi
RBL checks (Google for it) if we're blacklisted somewhere else
If not, then you or Alex should poke them (they should have a form
somewhere) on the topic, telling we run mailing lists with double opt-in
and everyone on the list explicitly confirmed their subscription, and
ask for a sample of the mail they refer to
That usually should help in getting unblacklisted
