Make sure pg_restore is fast (10min, not 45min) on the VM before migration date

Basically, just make sure that our filesystems/gluster are optimized, and our VM is appropriately configured w/right # of cores to handle the task.

Just finished additional testing. Database import time is ~17min, which is still 50% slower than our initial speed (10min), but is acceptable for our migration plans. Test notes on the migration page:
