transition.

so it's time to clean the bugzilla version dropdown and remove all the 4.1.x RCs,
leav[ing] just the final releases like it has already been done in previous
dead branches

This of course will need to be done for each Release Branch, 6 months after the EOL.

There's currently no option in Redmine for recurring tasks, I'm looking
into that. Right now, best is to prefix the ticket title with
"RECURRING:" and set the date to the next time it occurs

Okay, tasks set up for 4.2-4.5. I also added a comment to the ReleasePlan wiki pages so that when those get copied-over to set up a page for 4.6, etc.., there'll be a reminder to set up a corresponding task in Redmine
