Description
Currently we have our custom Kiwi IRC welcome page through a parameter like so: https://kiwiirc.com/nextclient/?settings=plerf5n4d3
As an early tester, it would be possible for TDF to get free lifelong access to the feature of using a custom domain instead.
The only thing we need to do when creating the subdomain chat.documentfoundation.org is to set the DNS record as a CNAME to customhost.kiwiirc.com
After it is done I will alert the Kiwi IRC developer and he will activate it for us.

What control do we have over the instance? Can we customize the
appearance of the page and get some control? Anything under the TDF
subdomain needs to have some bits and pieces added (sadly)

You can see my customizations by visiting the link in the desc. By bits and pieces, are you referring to a link to the famous German legal rubbish? I think that is negotiable.

Although my phrasing would be different - yes, indeed, that's one of the
things. Plus, do we have access to the user database and can delete if
required? There are some upcoming privacy regulation changes throughout
the EU, and I want to keep an eye on new services...

There is no user database besides Freenode's NickServ.

Only thing I think about is the name. Chat is very generic, something
like irc or webirc might be better suited?
Because technically, Telegram and other tools are "chat" too...

Sure, irc. would be fine. I guess we won't ever be hosting our own IRC network, so no need to differentiate between irc. and webirc. :)
If Guilhem has no technical objections, we're good to go :-)
