If and when we get the new site going, changes will be in git history and strings will be translatable in Weblate.

Understand, but we need it now. Cloph noticed about this at 2018 and nothing happens. I don't know when we will have new website page, but we talk about new page several years..
Real life example:
Appimage links has been changed: https://www.libreoffice.org/download/appimage/ , but nobody knows it.

I am not sure if we have that. IIRC, there are some e-mail
notifications, at least there used to be.

Let me assign this ticket to Cloph for feedback.

tempted to reject it for the silverstripe site as its days are numbered, as said by Beluga we'll have git logs for new website.

And even when we had notifications for the previous generation it didn't really help with translators picking up changes. And on the other hand changes are rare to begin wtih....

If I were to create a report within silverstripe showing changed pages of the last month, would that be enough? Or do you want to have a message to the website mailing list?
