Initial documentation for GIT > OmegaT documentation process

Description
As I dislike keeping things only for me ;), I added the initial documentation for the documentation translation process including GIT and OmegaT. I will adapt it more once the test instance is in place, but this is what I've written during my own tests.

Should this go to the wiki maybe, or is this work in progess you want to track for yourself at the moment?

Adding GitHub/OmegaT process, documentation tested by IT team currently, then will go with the other on the wiki.
