Description

Hello,
Testlink is not used anymore and Testlink instance is shutted down.
We should add to webpage https://manual-test.libreoffice.org/ some info about closing Testlink and provide links back to QA page. Probably easier is redirect https://manual-test.libreoffice.org/ to https://wiki.documentfoundation.org/TestLink (add info about Testlink's end here) or https://wiki.documentfoundation.org/QA

I suppose link to https://manual-test.libreoffice.org/ is used at lots of webpages ..
