IZBot migration to server and code publication

Description
IZBot is used regularly on IRC. Right now it runs on Cloph's machine at home. To reduce the bus factor:
- the code should be published with proper licensing, e.g. at GitHub or TDF Gerrit
- IZBot should be migrated to a regular server within TDF infra, e.g. the Sun 24 (#1422)
- Priority changed from Normal to Low
Cloph will work on this, but setting priority to low

Cloph currently cleaning up the code, then publishing missing plugins, in Q1
When finishing cleaning up code, please document how to activate a new version of IZbot. With my mentoring hat on, I need to collect some statistic/information from the dev channel, and instead of starting a new Bot, it is more efficient to expand IZbot.
